Subtitled "a study in communal psychology", this book is a much more thorough and detailed study than Woolf's other political pamphlets. Its intention is to examine the emotions and ideas that have caused catastrophic action in democratic Europe. The first volume deals with the American and French Revolutions and the birth of democratic ideals. Virginia Woolf had worked on the book, which was intended to be a kind of scientific history, for over ten years, and she records her disappointment in its lack of publicity and attention in her diary.
